Investigation into the activities of an engineering signatory during an audit by the RMS. Determination of whether or not the engineer kept ‘adequate records’ with respect to modifications performed and, in the cases where he did not, and assessment of the risk presented to the public by there not being adequate evidence of modifications to vehicles having been performed to a safe standard.
